Description

Add offline_enabled field in manifest. Packaged apps (and extensions) can declare themselves to be offline-enabled. BUG=89655 TEST=added ExtensionManifestTest.OfflineEnabled Committed: http://src.chromium.org/viewvc/chrome?view=rev&revision=97024
