Multi-Profiles: Disable multi-profiles for M14

Multi-Profiles: Disable multi-profiles for M14

This change disables multi-profiles. To coordinate with the M14 branch I'm planning to do the following:
  - commit this change to trunk
  - immediately back it out
  - once the M14 branch has been cut merge this change onto the branch
This will ensure that the feature stays enabled on trunk.

Wait with backing out until the branch has been cut; the next few dev channels
will come from the m14 branch anyway. If you worry about canary: don't worry
about canary. (if you _really_ worry about canary: _really_ don't.)
