Description

Set a minimum tooltip auto-pop timeout of 10 seconds on web content tooltips. For Diana. BUG=90300 TEST=Hover over web content with a tooltip, such as a cartoon on http://xkcd.com/. Expect to be able to read the entire thing without it popping before you reach the end. The tooltip should not pop until at least 10 seconds have elapsed.
