Added the reference build to the frame rate test.

Added the reference build to the frame rate test.

Now that the reference build includes webkitRequestAnimationFrame (r91338), we
can use it for the frame rate performance test.

TEST=performance_ui_tests --gtest_filter=FrameRateTest_Reference.*

eventually, i imagine we'll have more than just the "blank" page to run tests
on, and we may also want frame rate tests that are about more than just
scrolling.

it might be nice to rework this so that you can write:

  FRAME_RATE_TEST(Blank_Steady, "blank", "steady");

it'd be sweet to go even further and do:

  FRAME_RATE_TEST(blank, steady);

this could be implemented as:

  #define FRAME_RATE_TEST(content, gesture) \
  TEST_F(FrameRateTest, content##_##gesture) { \
    RunTest(#content, #gesture, ""); \
  } ...

This creates tests named "blank_steady", but if you wanted it to be
"Blank_Steady", then you could make RunTest lowercase the input strings ;-)
