Make version info get stored in the correct resource for chrome_frame_helper.exe and chrome_frame_helper.dll.

Switch to using '1' as the version resource name since that is less fragile against #include path mix ups, etc.

chrome_tab_version.rc still uses VS_VERSION_INFO.  how about we either
consistently use 1, or consistently include the right headers so that
VS_VERSION_INFO is #defined?
