Trivial fixes to PPAPI

Clean up incorrect guard end comment, and remove unused pp_var.h

Okay, so this time you really are removing an include. This is a good change,
just be warned it could break things in ppapi tests you'll need to fix in this
CL. It could also break NaCl tests or SDK examples on a DEPS roll if we have
implicit dependencies on pp_var.h.

I'll keep an eye out.  Since those are different repos, we won't see it until we
try to bump deps.
