Chrome is adopting OWNERS files across the codebase.  If we don't add one,
eventually the toplevel OWNERS files will be enforced on the skia directory.

I think we can probably do better than 2-3 owners though. senorblanco is a
reasonable suggestion, as is twiz and alokp.  Maybe someone from the ui/platform
side? peter, tony?

That's supposed to change eventually (to a very small list of people) as far as
I know. This requires all subdirectories to have OWNERS files.

With this change in particular, or with OWNERS files in general? This change
makes it possible to eventually remove * from the top-level OWNERS file. OWNERS
files in general are mostly being introduced because the senior project
leadership wants that to happen ;-) (

made minor refactoring changes to files in this directory.

Another person to consider would be Adam Langley (agl), if he's interested. 
He's made some contributions in the past, although he's not actively working on
Skia now.

If the root stays *, then I think this will only cause some people to
have delays in their CLs. If the root is going to move to -, then of
course we'll need something, so it can be this.
