Wholesale move of debugger sources to content.

Wholesale move of debugger sources to content.

Other references are modified only to point to the new
location. Follow-up changes will move build rules for the debugger
into content.

This adds a somewhat permissive DEPS file to
content/browser/debugger. Follow-up work will whittle that down to
zero dependencies on chrome/.

Brett, could you LGTM this in John's absence?  By John's advice though, I will
try to commit TBR as soon as this has passed on the trybots, since it will be a
very expensive change to keep open for very long.

This is just the initial whole-sale move so that people hacking away at DevTools
can keep working without risk of having to deal with conflict resolution after a
move.  Several follow-ups are planned.
