Description

Allow --enable-experimental-extension-apis in incognito mode when TOUCH_UI is defined. The virtual keyboard extension for TOUCH_UI (chrome://keyboard) highly relies on experimental APIs. For example, the extension can not register its capabilities (e.g. supported keyboard layouts) to Chrome unless --enable-experimental-extension-apis is specified.
