Nit:  I like that you are exposing this function off the socket, but it's not
really RTT.  It's ConnectTime().  Can we change the name of this method to
reflect that?  It's okay in other parts of the code to use ConnectTime() as an
approximation for RTT, but it is simply not true that this is the RTT.
