Move this down below DidOpenFile, as it's not one of those that mirrors
WebFileSystemCallbacks [as mentioned in the above comment].  Given how specific
it is in purpose, I think it makes sense to give it a default implementation
here with a NOTREACHED, just like DidOpenFile.

Also, for the comment, please indicate that it's only to be used when absolutely
unavoidable, and won't work in some cases.  And "report information" is a bit
generic; how about "look up the real local platform path of the file, where
possible".
