Remove lighttpd since we don't use it anymore and switch to
apache2.2-bin where available.

TEST=http layout tests pass even after uninstalling apache2

We try to include everything necessary for tests to run, so I didn't make apache
optional.

All these releases are no longer supported. We're upgrading the waterfall Lucid
this month. (hopefully)

Maybe keep it for now in case we have any more Hardy installs in the near
future, and remove this next month?

Yeah, that was my thinking as well.  Once our bots stop supporting Hardy, I
think it's fine to remove all pre-Lucid code in this file.
