vboot_reference: fix make_dev_firmware to fit latest dev firmware design

vboot_reference: fix make_dev_firmware failure

The script to resign firmware (resign_firmwarefd.sh) has changed its syntax, due to the new "dev
firmware" design.

 Yes. Sorry for making you confused, because I decided to split the CL into two
parts after the first one was created.

 This CL (6727019) is focused on issue 13375 -
 "make_dev_firmware" is totally broken on recent builds.

 The other one (6726020) is focused on issue 13305,
 to add mode=todev.

So these are two different CLs.
I agree we should postpone 6726020, but this one still needs to be fixed.

 And yes, it simply adds two params for calling resign_firmwarefd.sh,
 but unfortunately without that the resign would fail.
