Improve presubmit_support main by not stripping arguments.

Necessary for commit queue.

How are these different? AFAIK they should have the same effect. Is something
messing with sys.argv somewhere?

It's necesasry for the commit queue. main should strip out the first item of the
array inconditionally.

Okay, I found the reference in verification/presubmit_check.py, and I see what
you mean. 

LGTM.

I suggest you change presubmit_check.py to not call the parameter you're passing
to Main() 'cmd', though, since it's not a command. Maybe change it to 'args'?
