CHROMIUM: arm: tegra: Update core DVFS table

Update table with 1.225v and 1.3v suport.
Expend MPE, 3D, SCLK, and VDE tables based on core process ID.

I verified that it's this patch that makes it happen. Please debug, and since I
hadn't pushed the patches yet, I will revert this one for now.

Hm, I can no longer reproduce. I wonder if this might have been triggered by the
lack of battery GPIO setup on seaboard (fix checked in today).

I'm going to leave the system running overnight, if it still looks good tomorrow
morning I will push this patch as well.
