Description

Revert 75430 because it's causing failures in dom_checker_tests. : Increase the minimum interval for timers on background tabs to reduce their CPU consumption. The new interval is 1000 ms, or once per second. We can easily adjust this value up or down, but this seems like a reasonable value to judge the compatibility impact of this change.
