This CL causes all "orphaned" (e.g. downloads from closed tabs) or "anonymous"
(e.g. Omnibox auto-complete request) network activity to be added to the Browser
resource's Network total in Task Manager, rather than being silently ignored.

The desired behaviour for that needs a little more thought, I think.

If a tab starts a download, is network traffic attributed to the tab for its
lifetime, and then shifted to a separate Downloads entry if/when that tab gets
closed?  Or is all Download traffic displayed against a Download entry from the
moment it is initiated?

The internal tracking of network resource usage, and the way in which network
notifications are matched up for accounting in Task Manager seems quite ad-hoc
and fragmented.  I'd suggest tidying up the resource-accounting internals to
avoid orphaned and anonymous resource consumption entirely, but that looks like
a fair amount of work that will touch a lot of code, so is it worth it?
