Expand scope of bookmark manager resources to all component extension resources.

This fixes resource loading for the virtual keyboard.

I guess this file will be included in all builds of chromium, even those that
don't use this file, right?  That's OK, but it would be better if we didn't ship
the file when not used.

You can add another -D touchui flag to the grit command line and use an <if>
statement here to avoid unnecessary inclusion.
