Move definitions to support various unices into its own file....

Remove a definition in a weird spot since it's only used on Solaris, which nobody is actively porting to right now.

Evan added this code for an external contributor working on Solaris support a
while back. There's lots of places that use NAME_MAX, not just
process_util_linux.cc. Can we move these defines to base/nix/port.h?

Also, NAME_MAX is generally 255, not 256.

The #define just looked out of place to me. I don't plan to run Solaris any time
soon, so removing it is fine by me as well.

Rubenbb didn't care either way. I guess FreeBSD has most of the #defines needed.
This would just be for the benefit of people trying to port to Solaris or some
other BSD.
