Add a script to put in a rootfs from one image into another.

Add a script to put in a rootfs from one image into another.

Also add an option to prevent sign_official_build from attempting to re-sign the firmware.

This is needed because we want both the SSD and RECOVERY images to have the same rootfs for delta updates to work correctly.

BUG=chromium-os:7242
TEST=manually verified that rootfs gets replaced correctly (by verifying the rootfs hash).

LGTM w/ a couple of questions:

1. You don't need firmware resigning for recovery?

2. We do want the kernel partitions to be the exactly same on SSD and recovery.
This will be the case, right?

We do but since the firmware is inside the rootfs, and we will replace  the
recovery's rootfs with that of the SSD image's - we only need to sign it once -
hence the need for a flag (when we re-sign the recovery image after replacing
rootfs).

I think so - currently the only difference between the 2 images is the stateful
partition. The kernel partitions are the same.
