dom-ui settings: use 'Settings' terminology in about:labs instead of 'Options'.

Why? The official UI term on windows is Options. On Mac and (usually) Linux it's
Preferences.

I'd be OK with changing the string to be platform-dependent but I think the word
should match what is clicked in the wrench menu.

The title in the wrench menu (when tabbed options is enabled) is now 'Settings'
per the UI leads.  The titling in the options page is also now 'Settings'.  This
is to match Google terminology (ie, 'Settings' in gmail, etc.)
