Be lenient if deconfig fails to find a bridge

If we are in the deconfig step, it is acceptable if brctl
cannot find the bridge it was trying to delete.

Depending on how the last test ended (and how hostapd exited), the bridge may or
may not exist during the _deconfig_.  I don't consider it to be an error if the
delbr failed because the bridge does not exist.

I'm ok w/ ignoring the error but it seems like the real problem is we don't
cleanup properly.
