Add URLs and license files....

Add URLs and license files.
This change adds the URLs to the spellchecker dictionaries to README.chromium, and adds license files for them. (Chromium uses only the dictionaries published under the GPL 2.0/LGPL 2.1/MPL 1.1 tri-license.)

Please verify with tools/licenses.py scan that it no longer complains about
hunspell_dictionaries directory. I think you need to add a "License File:" line
to README.chromium pointing to the license file we use.

Thank you for your comments. As far as I have tested on my Linux PC, it does not
complain any more.

As far as I read the licence.py, it checks a "COPYING" file in the directory or
the file in a "Licence File:" line. So, I assume we do not have to add a
"Licence File:" line when adding a "COPYING" file. (Am I missing something?)
