Description

Change the path of qualified DBs in factory tests. Also change the comparison of root key and recovery key. The keys got from gbb_utility is padded and the golden ones isn't. So just need to compare their prefix. Reflect the change of https://chromereview.prom.corp.google.com/1638035 TEST=manaul - image_to_usb --factory - run factory test -- match HWID -- write GBB -- reboot -- check HW components
