Condense dev and factory install shim options

* Combine partition setting
* Add dev-rec key to factory installer
* rename factory_install_shim output to be consistent with dev install shim

signed by the dev keys would ONLY boot when developer switch is ON (yes, I've
verified this for dev recovery image)
