This page should probably go into another area of the Dev Guide. Perhaps More
Interaction? (In a way, this is a UI surface, but if we say you can use only one
UI surface, then that won't work.)

The Finishing section is for stuff that doesn't involve the extension's code.

I moved it into the More Interaction section and named it "Options Page" instead
of "Options" to make it clear it's not the API to chrome's underlying options.

Kathy- let me know if it seems ok now.
