This is a fix for the (hopefully short-lasting) version of the BIOS initially
installed on the 1950 machines.  That version doesn't run the TPM self test,
thus leaving most TPM commands disabled.

I was hoping to do this as a shell script since tpm-tools has a tpm_selftest
command.  Unfortunately tcsd fails to run before the TPM self test.  It probably
runs TPM_GetCapabilities, which fails.

The utility tpm_init_temp_fix needs to run before starting tcsd.  I plan to add
it to the upstart script for tcsd in a later CL.
