cros_mark_all_as_stable: add tracking branch support The tracking branch is different between repo and gclient. BUG=5258 TEST=Verifed the tracking branching option is correctly propagated. Change-Id: I9e5b8cb68d335c47e47499b4964dcaa83ac26f76
