Revert import bookmarks tip and bookmark bar removal on NTP (Merge of r53804 on trunk). BUG=49328 TEST=NTP back to normal after import, with detached bookmark bar showing promo for importing bookmarks. Committed: http://src.chromium.org/viewvc/chrome?view=rev&revision=54071
