Description

Blacklist icedtea and o3d from automatic rebuilds. The icedtea and o3d packages take a really long time to rebuild (over 30 mins each), so we can give our developers a break if we exempt them from automatic rebuilds. TEST=Rev the portage ebuild or the fontconfig ebuild and run build_packages. Without the change, takes over 45 mins. With the change, it takes 5 mins. BUG=none
