TBR (GYP build parity with old Xcode one)

The nibs are moving from English.lproj to en.lproj to get the results to wind up
in the right spot in the .app bundle.  Without this, unit_tests fails
immediately because it can't load locale.pak.

The GYP build already had a bunch more tests than the old build, but a few were
probably added over the past couple of weeks that I didn't catch.  I didn't do
as good a job of tracking added tests as I did with the non-test part of the
build.

Since Rietveld won't show files with no changes, here's svn stat so you can see
the move.
