I could have done this without the harness script, but I wanted to handle the
copy when there's only one .pak input gracefully.

A lot of the stuff in this harness script is duplicated, I'm going to want to
pull some of that out into a common file somewhere so I'm not stuck maintaining
ten copies of the same code.

so tools/data_pack/scons.py gets around this by directly loading repack and
invoking it's methods.  it's only the main that has the limit.  so we could just
do that or fix it's main if you want to reduce this amount of code?
