Taking the build/common.gypi includes out of the .gyp files means the individual
.gyp files are no longer self-contained.  They thus can't be loaded directly via
gyp.Load() unless you define all the variables that will be evaluated in
conditions and which would come from the include files.  One of the FYI buildbot
tests is using gyp.Load() to fetch a list of build targets.  In order to get it
going again, this CL refactors gyp_chromium so that its special sauce (the .gypi
files that it adds) can be extracted from a stand-alone function.  I'll update
the buildbot script to import gyp_chromium (manually, since it has no .py
suffix) and use this function to figure out what to pass to gyp.Load().
