Explicitly set {Output,Intermediate}Directory on all configurations,
so that all .gyp files use the same output locations regardless
of whether they're still using the old checked-in release.vsprops file.

TEST=successful build of the Purify configuration

This restores the ability to build the Purify configuration in Visual Studio (as
well as the "Release - no tcmalloc" configuration, in all likelihood).  Before
we cut over to using this in the bots, it could still use a sanity check on the
actual compiler/linker options it ends up using to make sure they're what's
wanted.
