Enable parallel compiles. This speeds up builds on 4-processor systems by about 30%, and at least doesn't hurt 2-processor systems. Committed: http://src.chromium.org/viewvc/chrome?view=rev&revision=7573

I'm starting to consider hell broke loose and we need to revert this change.
Users can still modify the vsprops locally.
