Only copy the rlz files when branding == "Chrome".

This puts the condition around the 'copies' section of the 'rlz' target
definition.

The effect is that when gyp is generated with -Dbranding=Chrome, the generated
rlz.vcproj files gets the defined source files and performs the copy, and when
it's anything else (e.g. branding=Chromium), the generated rlz.vcproj file only
contains the rlz.gyp itself and does no copying.

I considered making the entire target conditional, but then the inclusion of
../rlz/rlz.gyp:* in build/all.gyp would fail and we'd have to scatter
branding=="Chrome" conditions anyplace else we used that.
