Sync git-cl and git-try to the master branch.
Remove import readline since it is not used and not available on win32
Fix the tempfile.NamedTemporaryFile() handling on win32.

This is depot_tools. It's more efficient to have the tools in one place if we
want to have more people use it. (Even if you still disagree, I use this one as
I don't want to do 3 separate checkout on 2 separate SCM)
