Why doesn't this hang off the BrowserPolicyConnector?

UMA_HISTOGRAM_ENUMERATION can still be called after the MetricsService is shut
down, so policy_statistics_collector_ doesn't really depend on the
metrics_service, as implied on browser_process_impl.cc.
