Add message to Ash message center for no notifications 

Also hides tray before login.

nit: Maybe it will make the code simpler by just moving
if(message_center_bubble()) inside HideMessageCenterBubble(), so that you don't
have to check this each time before calling HideMessageCenterBubble()?
