Is this cros-only or for all of chrome? I'm assuming this is cros-only

Although not very obvious, this is indeed for cros-only, because this part of JS
code is only invoked by help_handler.cc where the corresponding code is enclosed
in "#if defined(OS_CHROMEOS) ... #endif" guards.
