Do we have a bug filed on this?

I would be nice to understand better what is the vision/design of this
pre-installed apps scenario. 

I think it is not wise to bypass first-run config just because there are
pre-installed apps. One of the big findings of the UX studies was that first run
helped
users.

I don't mind the change as is, if anything because it is easy to revert but we
should coordinate better, for example the master preferences file is were we had
envision to put all these extra install features so we don't have different ways
to create shortcuts.
