Seems like you can use GetFileSystemRootURI(context_url,
kFileSystemTypeIsolated) would help you construct these URLs

That isn't implemented for isolated file systems, I think intentionally as the
URL syntax is not exposed. Kinuko - is that correct?

It was correct, but I just added the minimal support in the fileapi code as
seeing a constant string like "isolated" here doesn't feel right.

Can you use fileapi::GetFileSystemRootURI() and fileapi::GetFileSystemName() for
the common part, and just append |file_system_id| at the end of the returned
value?
