As I said over email, I didn't realize that "homepage is ntp" apparently has a
different default value on Windows than it does on other platforms, so I'm
worried that my recent CL related to the pref migration might not work correctly
on Windows. I can't find any code anywhere that causes Windows to have a
different default, so I want to dig into that and figure out what's going on.

In the meantime, there's no harm in committing this now as far as I can see.
