Bundle Flapper binaries on Windows.

This does not enable the use of the bundled Flapper.
This is dependent on http://codereview.chromium.org/10067013/ .

Is there anything else I need to do to get the Flapper binaries into the
installer? (Anything in chrome-internal? Send me private email, in that case.)

short-ish time frame.

The change itself LGTM, BUT will require a corresponding change in our signing
infrastructure to avoid borkage, replying off-thread.
