It looks to me like all of the stuff from here down is common to both
architectures:  SCons stuff, the variants, different configurations, etc.  So
leave this stuff here, and just pull the  stuff above (asflags, cflags, ldflags)
into arch-specific conditions down below.

The settings within a condition are additive to the dictionary, so if there are
genuinely common individual flags in (e.g.) cflags, you could put the common
ones there and then only list additional arch-specific flags in the inner
conditional.

I submitted the CL we looked at early this afternoon, modulo mmentovai
preferring --target_arch=arm (lower case).
